Turlybayev Aidarkhan (1877 – 1938)

Aidarkhan Turlybayev is a politician, one of the leaders of the Alash movement, a lawyer.

A.Turlybayev was born in 1877, a native of Kokshetau county of Akmola region. His father is Shumenov Turlybay, mother is Altyn. In 1897 he graduated from the Omsk Grammar School. In 1897-1902 he studied at the Faculty of Law of St. Petersburg University. In the Grammar School and at the university he studied together with one of the leaders of “Alash” Raimzhan Marsekov. 1902-1917 he worked in Omsk in a law firm, as a “sworn attorney” in the court chamber.

During the years of the revolution A.Turlybayev actively participated in the socio-political life of the people. After the collapse of tsarism, national uprisings broke out on the territory of the Kazakh steppe, national problems were raised. One of such movements was the Congress of Kazakhs, which was held in Omsk from April 25 to May 5, 1917. The congress was chaired by A.Turlybayev and Asylbek Seitov. The Congress became in chronological order the fifth congress among the regions of Kazakhstan and prepared by a special organizing committee headed by Erezhep Itbayev. At the congress 250 delegates from Atbasar, Kokshetau, Petropavlovsk, Omsk, Akmola districts participated. Aidarkhan Turlybayev (chairman), Erezhep Itbaev, Mirzhakyp Dulatov (deputy chairmen) were elected to the presidium of the congress. To the secretariat of the Congress Mukhtar Samatov, Asylbek Seitov, Yermukhamed Tokbayev were elected. 17 issues were considered. About Aidarkhan Turlybaev’s activity in 1917 was written in the newspaper “Kazakh”: “Aidarkhan Turlybayev is a sworn attorney, knows the legal science thoroughly, a business man … Aidarkhan was worthy to become a deputy from the Akmola region for the First and Second State Duma, but at that moment the son of deceased Nawan Haziret became an opponent …”

In 1917, A. Turlybayuly actively participated in the organization and holding of the I All-Kazakh Congress for the creation of the Alash Party, the II All-Kazakh Congress for the formation of the Alash autonomy. At the first congress he was elected as a delegate from the Akmola region to participate in the All-Russian Kurultay and All-Russian Muslim Congress – Shura-i-Islam. He also took part in the creation of the Akmola regional committee of the Alash party. He was against the joint action with the “Ush Zhuz” party. In Semey he participated in the organization of the Alash regiment together with Kh. Gabbasov, M. Tynyshbayev, B. Mametov, was an activist in the organization of the Alash militia.

On February 11, 1919, under the chairmanship of the Deputy Interior Minister of the Kolchak Government P. Koropachinsky, a preliminary interdepartmental meeting “on the issues of the administrative and economic structure of the Cossack-Kyrgyz people” was held in Omsk. The meeting was attended by representatives of the ministries of internal and foreign affairs, justice, finance, as well as the chairman of the Alash Orda A.Bokeikhanov and its members Ualitkhan Tanashev and Aidarkhan Turlybayev.

After the establishment of Soviet power Aidarkhan Turlybayev worked in Omsk as an attorney, adviser, and judge. In the 1930s he was repressed, served time on Solovki. He was posthumously rehabilitated.
