Алаш Орда

Alzhanov Otynshy is a public figure, a member of the Аlash government, an educator, a folklorist. He was born in the former Naryn parish of Zaisan district of Semipalatinsk region. He died in 1918 in the village of Makanshi in the Semipalatinsk region. He graduated from the Russian-Kazakh School in 1887, Omsk High School and the Teacher’s Seminary in 1890-1894.  He was the clerk of the Governor-General’s Council in 1894-1895, the translator of the Akmola Regional Court (1895-1907), the head of the Russian-Kazakh school of Kokpekty (1907-1909). In 1907, he made a speech about the problems of educating the Kazakh people   at the Commission on studying of Thesis of education and schools for Kazakh people in St. Petersburg.  He exposed the consequences of the missionary orientation of the tsarist educational and educational system. Alzhanov opposed the arbitrariness of immigrants who colonized the Kazakh steppe. By reason Alzhanov was exiled for 5 years to the Lepsy County of the Semirechenskaya district. After the February Revolution of 1917, Alzhanov was one of the leaders of the Alash movement in the Semirechensk region. On December 5-13 of the 1917 he was elected as a member of Alash Orda government at the second All-Kazakh Congress in Orenburg. He died when he commanded by detachment of the Alash police in battles against the Bolsheviks in Semirechie. Soviet rule subjected his family to repression.
