Mendeshev Seitkali Mendeshuly was born on June 16, 1882 in the West Kazakhstan region in the Kalmak-Shagyl aul of the former Inner Orda. He is the public and statesman. In 1903 he graduated from the Kazan Teachers’ Seminary. He worked as a teacher in the villages of the Bokeyev steppe, conducted revolutionary propaganda. For his participation in the national liberation uprising in 1916, he was arrested and imprisoned in the Astrakhan prison. During the February Revolution of 1917, he participated in the organization of the Revolutionary Committee in the new Kazanka village. In 1918, at the Bokeyev Gubernia Congress of Soviets, he was elected as a member of the Provincial Executive Committee, and in 1919 became its chairman.

Mendeshev in 1919 participated in the formation of the 1st Kazakh cavalry regiment and the creation of the first Komsomol organizations in the region, organized the work of the magazine Mugalim (A teacher), the translation into the Kazakh language of the first Soviet Constitution.

Since July 1919 he was a member and deputy chairman of the Military Revolutionary Committees

for the management of the Kyrgyz (Kazakh) region under the Council of People’s Commissars of the RSFSR. On August 25, 1920, the Central Committee of the RCP (b) Introduced Mendeshev to the Kirghiz Regional Bureau of the RCP (b). In 1920 Mendeshev became the first chairman of the CEC of the CASSR. He took an active part in the development of decrees: the abolition of kalym, kun, the prohibition of polygamy.

In 1921, in Moscow, together with S. Seifullin and A. Zhangildin, Mendeshev represented Kazakhstan at the First Meeting of the Central Committee of the RCP (b) with the responsible workers of the national republics and regions. At the meeting, the Central Bureau of the Communist Organizations of the Peoples of the East was reorganized into the Central Bureau of Propaganda and Propaganda among the Turkic peoples. Mendeshev was elected to its structure from Kazakhstan. A great role was played by Seitkali Mendeshev in justifying the new tax policy. In 1924 Mendeshev took an active part in the work of the special commission to develop proposals for the nomination of Kazakh workers in the government of the republic.

From 1926 to the 1930 Mendeshev worked in Moscow as an appointed member of the Economic and Social Council (ECOSO) of the RSFSR. In 1930-1937 he was People’s Commissar of Education of the KASSR, Chairman of the Science Committee, Head of the Council of the Council of People’s Commissars of the KASSR for the Protection of Reserves and Monuments.

In 1920-1925 he led an emergency commission to combat hunger in Kazakhstan. In 1924 he participated in the work of the commission on national-state delimitation of the Central Asian republics.

In 1925-1926 he was a chairman of the Consumer Union of Kazakhstan. S. Mendeshev was a member of the Commission of the Central Executive Committee of the USSR to address issues of land use in the republic. In 1930-1937 he participated in the work of the People’s Commissariat for Education.

In 1937 he was repressed. He was shot in Alma-Ata. He was rehabilitated by the definition of the USSR
Military Collegium of the Supreme Court on December 7, 1957.

The secondary school in Zhanakalinsk district, street in Almaty were named of S. Mendeshev.
