Alniyazuly Tobaniyaz was born in 1875. He was a Kazakh, originally from the Fort-Aleksandrovsky district of the Guryev region. He received his primary education at a theological school.
In 1915, he was elected as a volost administrator. In 1916, he was arrested for participating in an uprising against the tsar. After the fall of tsarism, he was released in 1917. From 1918 to 1923, he headed the Aday district revolutionary committee. He maintained close connections with members of the western part of the Alash Orda: The Dosmukhamedovs Khalel and Zhanshoy. He provided assistance to the Dzhangildin expedition. He made significant efforts to peacefully resolve disputes between the Kazakhs and Turkmens.
In the Karakum region, he was among those who openly opposed Soviet goverment. He addressed the demands of the local population to the authorities in instructions, calling for respect for the local way of life. In 1923, he was dismissed from his position as chairman of the district revolutionary committee as a “Nazi” and a “believer.” From 1924 to 1928, he worked as a district tax inspector.
He was arrested by the Gurevsky District Department of the OGPU on January 19, 1930. He was convicted by a troika of the OGPU Department in Kazakhstan under Article 58-2 of the Criminal Code of the RSFSR on October 9, 1930. He was sentenced to capital punishment and then he was rehabilitated by the Criminal Collegium of the Supreme Court of the USSR for lack of evidence on February 8, 1962.
