Saduakasov Zhanaidar (1898-1938)
Zhanaidar Saduakasov, a statesman and public figure, was born in 1898 in the Sarysu parish of the Akmola County (now Karaganda region). He studied at the Akmola Russian School, from 1915-1916 he studied in an elementary school, in 1916-1919 he studied in the Omsk Grammar School. Zhanaidar is one of the leaders of such organization of Kazakh youth as “Birlik”(“Unity”) in 1916-1918, “Zhas Kazakh”(“The young Kazakh”) in 1918, “Kazakh zhastarynyn demokratilyalyk kenesi”(“Democratic Council of Kazakh youth”) in 1918-1919. Under Kolchak he went to underground work. Through the writer F.A. Berezovsky he maintained contact with political organizations.
At the Third Congress of Soviets of the Kazakh SSR, he was elected as a member of the Kazakh Executive Committee, at the first session he was appointed secretary of the Kazakh Central Executive Committee, worked on drafting the first Kazakh laws. In 1920-1922 he served in the Akmolinsk County Committee of the CPSU (b); in 1922-1924 he worked as the executive secretary of the Central Executive Committee of the CASSR; in 1923-1924 Zh. Saduakasov was a Chairman of the Central Commission at the CEC for translating office work into Kazakh; In 1924-1925 he was the chairman of the Adai district revolutionary committee; In 1925-1926 he was a Deputy of People’s Commissar of Finance of the KASSR; In 1927-1928 he worked as a chairman of the Syrdariya Provincial Executive Committee; On January 17, 1928, he was appointed as a People’s Commissar of Justice and Prosecutor of the Republic. The post of People’s Commissar of Justice and Prosecutor Zh. Saduakasov occupied until April 1930. In 1929-1933 he was in charge of the department of culture and agitation of Kazkrai Committee of the CPSU (b), editor of the newspaper “Yenbekshi Kazakh”; in 1934-1936 Zhanaidar Saduakasov was a Secretary of the Kazkrai Committee of the CPSU (b); in 1936-1937 he was the first deputy chairman of the People’s Commissar of KazASSR. Later he worked as the head of the transport department of the regional party committee, secretary of the Alma-Ata regional and city party committees.
Under the direct control of Zh. Saduakasov, the implementation of the Decree on confiscation was carried out. At the initiative of Zh. Saduakasov, the norms of the IX part of the Criminal Code were discussed at the Council of People’s Commissars and a decision was taken to tighten them. Directly communicating with writers, he initiated many discussions about the future of Kazakh Soviet literature, reviewed new works, accentuating the attention of young writers on preserving the national spirit.
On September 17, 1937 Zh. Saduakasov was arrested, on February 25, 1938 he was shot. In 1957 he was rehabilitated.
The first period of the life of Zhanaidar Saduakasov after the fall of tsarism is described in the historical novel by S.Seifullin “Tar zhol, taigak keshu” (“A thorny path”).
